“New Horizons” Community Support Service Scheme (CSSS) aims at providing supporting services to youngsters and their families living or studying in Kowloon East and are cautioned under the Police Superintendent's Discretion Scheme, the arrested youth and their peers so as to assist them to reduce negative impacts through early intervention, provide support for the families with adverse conditions, enhance law-abiding awareness and to induce positive life style. The service content includes individual and family counselling, specific and comprehensive therapeutic/growth groups, skill training/educational groups, community services programmes and crime prevention programmes etc.
